POLICY AND PUBLIC BUDGET: IMBALANCES IN THE BALANCE OF THE BALANCE

The article aims to study the Brazilian budgetary process, seeking to demonstrate that, although regulated by the Constitution, the balance between the Legislative and Executive branches is not immutable or absolute. Year to year, institutional imbalances due to the allocation of scarce resources occur. Based on this, we intend to demonstrate that the phases and stages of the formation process of budgetary laws can suffer significant variations according to different historical, political and economic scenarios. More than that: the own institutional arrangements shape the strategies pursued by the politicians.
